Does level 1 seller get advantage submitting proposal at buyer request?

Does level 1 seller get advantage submitting proposal at buyer request? For example 50 new sellers post proposals and then i post proposal(for example the highest rate like 2 times more than others did) will i get an advantage and be the first result for seller? I mean when seller opens the proposals, will i pop up at first reult? If no, what helps you to stand out first? low rate o what(in default sort)

It's my personal opinion.

> Please check buyers' requirements first. Then share your opinion and also mentioned the exact points there. Also tell them, after complete their order you will provide future support to them...

There are no factors to push your offer to the top. It appears in the order the offer was placed. So whoever made the first offer would show up first.
