I did not anything my buyer message me and give me a detail as a sample and have a link of zip file.I think that is the main reason that fiverr blocked the buyer

In this case Fiverr protected you from a possible scammer.

This ‘buyer’ has probably send that zip-file to various sellers and they reported it as spam.

That got him blocked.
