If I were going to make a wild guess that is not based on any fact whatsoever (because I’m guessing LOL) I would say that Payoneer probably needs some proof of identity. Since I’m in guessing mode, I imagine it will still eventually have to go through Payoneer somewhere off any public forum.

I also guess that the chicken came before the egg, for undisclosed reasons.

It seems that in order to actually withdraw from your Payoneer card you either have to buy a pre-paid Master Card, have an actual bank account or some local eWallet thing.

AT least the pre-paid card that you can buy in stores seems like the most anon way to do it, because you do not have to have a bank account. I think we take it for granted in the US that everyone has a bank account, but that’s not probably true all over the world.
