2 Packages instead of 3?

I think we can only use either 1 or all 3 packages in our gig. But If I want to use only 2 packages then I think there is no way to do it. I think they should also allow us to use only 2 packages also. Am I right? Will there be any advantages / disadvantages of it for sellers or buyers if this system is allowed? :thinking:
