It’s not the first time I’ve been asked to make such things and it probably wont be the last time. Since this time it is a buyer on this platform that’s made this request from me, I want to know if there are any policies here regarding this context.

There is only an umbrella norm under User Conduct and Protection / Violations / Non permitted usage saying:

Fraud / Unlawful Use - You may not use Fiverr for any unlawful purposes or to conduct illegal activities.

The buyer could be a pentester that runs your software on a virtual machine, but you never know.

His idea in question isn’t “illegal” as far as I know though it does cause disruption. Not to the intended service as a whole but it clearly states in the service terms that such activity is not permitted. Anyway, I convinced him he didn’t really need such a thing and that is money was better spent on other things.
