Buyers Description is getting boring with Seller requesting for work

My fellow mates, I noticed that many sellers showcase their skills or ask for work to do on the "Buyers Description, making it extremely confusing in sending an offer. Is this part of Fiverr’s rule? Please, I want to know. Thanks!
