It is a feature of Fiverr using which you can send custom offers/invoices mostly anywhere you like, for e.g. in social media, blogs, forums etc. (Also known as Fiverr Anywhere) You can find more details here-

It’s the same as that of gigs. There are no extra charges. You can send offer with customized time and price.
