When do I hit the "Review and Complete Order" Button?

Ok…so I’m new. I know this is a very basic question, but I’m not sure when I should “complete” the order. In this case, I have purchased a t-shirt design. The mock-up has been sent to me and is perfect for what I need. I know the final file the seller will be sending is an Ai file (that’s what we agreed upon). However, do I hit the button now that I have the final revised mock-up and trust the seller will send the file afterward, or do I ask the seller to send the finished file before I hit the “complete” button? Sorry…I know this should be easy…I just am not sure.
