Sending video call to client before contract

Why Fiverr doesn't allow new sellers to send video calls before the contract? I already lost 2 clients because of this rule. They asked for video call to discuss the project and when I say that we need to get contract first by the rules of fiverr they just disappeared. One person asked contacts outside fiverr but i didn't share contacts since it is against Fiverr. Why Fiverr made it difficult to start here working.
