Can I send my own requirements to the client before he places the order?

Is it fine if I send the client the following questionnaire or requirements while dealing?
 

Before ordering, here are some additional questions I believe are important to ask:

• Kindly confirm the language of the website if it's other than English.
• Do you want me to add social media icons to your website?
• Do you have any other categories in your mind other than your described ones?
• Do you have a specific "about-us" description or I can write this section on my own?
• The delivery time will be 3 to 5 days for custom offers.
• Once you are satisfied with the product and no other modification(s) is/are needed, you'll first complete the order and then we'll wait for 2 to 3 weeks before applying for AdSense.
• Support will always remain open until you get your approval.
