1) Is it actually a Request? If it's an ad, move on.
2) Can you do the job? If you can't do the job, then there's no point in investing any additional time on the request. Move on.
3) Is there enough information in the request to affix a price tag? If there's not, either move on, or set a 'worst-case-scenario' price high enough that, if the buyer takes the offer, you'll not be shortchanging yourself. Also, ask questions in your offer concerning what's missing, AND write out exactly what is included in the offer you make.

Edit: 4) Are you actually interested in the job? If you can't get invested in the work, if you think it'll be a 'grit-your-teeth' to get it done: move on. Same goes for tasks that go against your morals/ethics or any Terms of Service involved. Move on.
