So If I Cancel the order will the buyer still be able to leave review ???

Plus is there any way to cancel the order without it affecting my stats

No. The buyer has to actually go through with the order and buy something to leave a review.

Possibly. Depends on the reason why you want to cancel. If you have a valid reason for cancelling, contact customer service and ask them to do it for you. If you initiate the cancellation, and the buyer agrees, it will harm your "completed orders" stats.
