I have a question? If I send a buyer request after 30 people in a project, will I be number 31 or the fiverr algorithm can show my request anywhere 1-31.

I think the default sort order that it shows the offers sent to the buyers request in is date & time (with most recent shown first) so if the buyer refreshed the page (and didn’t change the default sort option) they’d see your request first (if yours was the most recent) until a more recent offer was added I think. You could watch one of the videos showing how to create a buyer request from the buyers side to check that.
