My new account is disabled after approaching fiverr customer support

Very bad experience I have sent an email to fiverr team can I link my new account to old one disabled account with payoneer after email they also disable my new account. But as per fiverr team instructions, I can open new account so why my new account is blocked.

I think fiverr banned person not a account.

Once fiverr blocks any ones account, it means they blacklist that identity. “Identity of the user”. Blocking account from their side never means to allow user to create new account, if you do so, whenever they identify that the account belongs to blacklist/ restrict user, they will restrict it again.
