Can two different people use two different accounts, using two different devices on the same internet?

I am working in software. My fellow is on Fiverr and I also want to join Fiverr as a freelancer. Now, my question is can we use two different accounts on two different devices but with the same internet.

They also can disable your account if they find two accounts on one internet and the sellers have not asked CS for permission to have two accounts on one internet.
