Normally fiverr does not allow information sharing. If any high rated seller does not work in low price, then can he refer other low rated person/gig to work?

I would not do that. What if the seller with the lower price does a poor job? then the buyer would be unhappy with me!

You could, but I would not recommend it. Plus, if you are thinking about approaching sellers who sell what you sell for more money to get work from them, do not do that! You will get reported for sending spam and taking a chance of losing your account!
