Digital Marketing Budget?

Seems like, Fiverr is exploiting with requests for digital marketing campaigns. But I think this is a problem. Buyers are not mentioning if we help them to run an ad campaign on social media platforms whether they will make the payment for ad budget or not. If I need to spend money on the ad budget naturally asking the amount of the price will be increased. So I think this is high time buyers should start mentioning the details of payments and everything when it comes to digital marketing.
