Second set of requirements

Hi guys,

I wanted to get your opinion on maybe adding a second set of requirements for extras ordered.

For example a client adds Business Cards to a logo order the timer on the extra should not be added or the order started (if placed at the start) until the buyer submits all the info (name, position, phone, email, address, etc.).

What do you guys think?
