I was facing the same issue and I raised support ticket with FIverr support team. However before support teams response, I verified my phone number and after that my gig got published. If you have added all the mandatory information as per Fiverr's policy and still your gig is in Draft mode, kindly make sure your contact channels are verified. Hope this helps😃
