Client requesting infinite revisions - please help!

If you state in an order that you will give 1 revision then they request another one, why does Fiverr allow it? Surely it should be automated and they should have to order an additional revision? I've gone over deadlines time and again due to this. I feel I'm at the mercy of the buyer.
