I think what you're outlining in here is: buyer made order for a low package price service, but, but ... that projects requires more work so that have would correspond with a highest package price, Am I going right? and then offers to leave a tip to compensate the proper package amount price for completion to that amount but at the end gave you less than it was promissed.
As far as I'm seeing on this case, buyer never were whilling on leave a tip, even on purchase the proper package price for the job, buyer knew very well what it was doing. This thing have happened to me once before, and what I did was excale the situation with resolution center and require gig cancelation so I won't be affected on my stats at the end.
