In order to reach Level 2 status, there are a few requirements you need to meet: 

1. You must be an active seller for at least 120 days.
2. You must have completed, at least, 50 orders (all time).
3. A minimum of $2,000 in earnings is required.
4. You must have maintained a 4.7-star rating over 60 days.
5. Your response rate has received a score of 90% over 60 days.
6. Your order completion rate has received a score of 90% over 60 days.
7. Your on-time delivery score has received a score of 90% over 60 days.
8. You have received no warnings over 30 days.

If you met all of the requirements above you will be automatically promoted to a level 2 seller on the Evaluation on the 15th of every month.

I've heard several people complain about this feature. Maybe it's just a bug or a Fiverr algorithm. I mostly hear that their gigs go down after they stopped using this feature, So I would suggest to keep using this feature to have orders running.

It's a new option to add more credibility to your profile. You can add clients that you have worked with in the past and make your profile look more trustworthy. This feature isn't available to all sellers. You can't apply for it, but instead, you'll receive a notification from Fiverr when it becomes available to you. Order cancellations are really bad for your profile, it can hurt your rankings as well as lessen your reach to potential buyers. As you stated that your buyer had ordered accidentally, I will always recommend you contact customer support and share that your buyer ordered accidentally.
