Question

I’m looking for a fashion designer that can illustrate and create a tech pack. What I’m finding is people want the job but I have no idea who these people are. There is no real contact information. I have no idea if their credentials are real. They show tech packs and designs but who knows if it’s their work. Do you ask for a resume? I’d like to speak with people ahead of hiring them. Is this normal practice to ask for a resume? I’m not sure if I even trust the reviews. . It’s seems people just want you to take their word for everything without any real proof. The project I’m looking at is at least $3k to start. I don’t even know what quality of design and creativity these people have. Any tips on how to go about hiring someone for a project using a professional process? I’m a little baffled at the sense of entitlement people have.
