I am trying to have SEO optimized gig, so I want to change title to see if it will work. 

So I need advice from experienced person, what if I change gig title frequently ? 

Also what is best way to get good SEO for web development gig ?

Yes , It does actually. Try to make change only price or description, If you want to change your title then first delete your gig then change them, It will help you to rank it faster with good impression.
