When does the evaluation period apply level changes?

Hi, The Fiverr app on my phone says "Next evaluation Nov 15, 2023", as far as I am aware, it is no longer Nov 15 in any time zone across the world. When does it tick over and apply the relevant level change? Only reason I am interested in this is because I have met the conditions for a Level 1 Seller a few days ago and super keen to see it change.

The change may take a day or two to complete due to timezones. Hopefully, you won't need to wait too long.

It changed to Dec 15 but for some reason it did not change my level. I confirmed I met all the requirements for level 1. Oh well maybe next month
