Timer for cancellation is up but order is still not cancelled?

Hi, so I had a seller that overpromised and performed despicably poorly in a nutshell, he did not listen to me at all and of course i will not pay him, so i set up cancellation and he started not responding to me, It says seller must reply by 23July 14:07 or this order will be cancelled, but it is 14:55 now and no cancellations? What's up with this?
