A buyer want to telegram account for his business but!

That is the most important event my friend come across on Fiverr, He wants to take me to advise but I don't know so help me with that. One of my friends was working with a buyer on Fiverr. The buyer wants a telegram account and groups for his company. But the buyer does not want to provide the phone number to create a telegram account. He wants the seller should use his own phone number or someone else. My 
friend was working with that buyer on social media marketing. The buyer was into the crypto 
business and he needs a telegram account and groups. 
I want to know from you people, is it safe to create a telegram account for a buyer on our number or we arrange someone else. I am thinking, why the buyer did not want to provide his phone number if he wants to create an account for his business. Please guide me, I told my friend to stop working until we find someone expert who can give us a proper answer.

TELEGRAM is one of the safest place to chat.

But no matter what he should at least create his telegram himself.
