How do I send a new offer to a buyer I already have an active order with?

I have a buyer who needs me to work on multiple (unrelated) projects at the same time. So I sent him a new offer while still working on the order he previously placed, but the system just added the new offer to the existing one as an add-on instead of creating a new order for it. I haven't been able to find a way around this, and now I need to send him a third offer. I don't want to add it as an extra to the original offer because I'm not getting paid for the first order until the last one is completed. If I keep doing this, I will probably only get paid next year. Any ideas on how to solve this would be appreciated!
