The buyer didn’t ask for a particular file format.

If they did specify, maybe deliver both PDF and a .docx and note in the delivery itself that, if they need a different format, you’d be happy to send one additional method?

You may want to add a requirement to your gig(s) with a multi-choice option for a buyer to select what file type they want.
