Does having fiverr cancel an order still impact your cancellation ratio?

I have a couple of gigs where I have to give customers a full price before they place an order. For whatever reason people still tend to place orders for $5 after being clearly quoted $185 (i’m sure most sellers have experienced similar). I feel I shouldn’t have to do a mutual cancellation in this case because it’s not my fault at all. So question is if I have customer support cancel the order does my cancellation rating still go up?

I recently contacted support to cancel an order where the buyer profile no longer existed (maybe due to breach of TOS). There I was informed that there is no way of cancelling a request without the cancellation rate going up! Further I was told that the cancellation ratio will affect only if it was too high and I should not worry about it. Maybe they will help you if you lose levels or something after your cancellation rate has exceed a particular limit. But the cancellation ratio will always be affected as they said.
