Check to see that your seller profile is approved or not? If not, then you won't be able to create gigs. If it's approved then contact Fiverr Support regarding it.

Why is my account not working?
When I go to verify my account, it shows, account is no longer, I messaged fiverr support but no reply from fiverr support, I don't understand what should I do, I need a fiverr  account for freelancing but I am having this problem.

Looks like that your seller account is not approved.
