My payoneer card

Why do I have to pay fees for my expired payoneer card. I wasn’t using the card and it expired in 2017 and they took $27 from my earnings for fees. How can I get a new card as that one has expired.

90 days before the expiration date of your Payoneer Prepaid Card,
an option to order a new card will appear in your Payoneer account.
After signing in, select Settings Card Management, locate the active card that is about to expire,
or card with status Expired that you want to reorder, and click ORDER NEW.
