Copyright / Commercial Use

Hi, just trying to understand what the difference is between Copyright vs Commercial Use, presumably with Commercial Use you can use your purchased design commercially as you see fit ?, but who owns the Copyright ?

Some of the Logo designers charge for Copyright documents, but not others, so who owns the designs if there isn’t any option to buy the Copyright ?
