[Unable to review my buyers]

I am also having this issue - not being able to review a buyer, regardless of how much time has elapsed since he reviewed me. This happens in both most recent Safari and Chrome browser.

I live in US and just tested/can confirm there is zero (0) fee xferring to Paypal from Fiverr account "Balance for available use".
