Trouble With Promoted Gigs

My income has become dependent on promoted gigs and all of a sudden without warning, my gigs were ineligible for advertising. It has been months now and they are still ineligible. No one is able to give me a straight answer as to why they cannot be promoted other than Fiverr has an "internal review process." I have had no sales for months aside from the customers I individually messaged (which I got in trouble for, so I'm sure that doesn't help my case). If anyone has suggestions on what I can do to fix this, please tell me!
