I have created a service and I want to use a cut of 30 seconds of a soundtrack in my portfolio. May I do?

Only if you own the rights for the audio, either by purchasing it, or the track is copyright free - but copyright free tracks are rare, and they usually tell you in bold that they are free to use commercially, otherwise using a track without owning the rights is copyright infringement.
