How to post a new order?

I find it incredibly difficult to navigate to the spot where to "place a new order for services".

 

Is this page up-to-date?

I navigate to "Orders" >> Manage All Orders >> Buying >> Post A Request

 

and end up on a page to browse Freelancers.

 

What am I missing?  Where is the link to simply post a new order for a job?

You're probably talking about 'Buyer Request' which has been replaced by 'Project Brief'. I just checked and this is what I saw, so it's in Beta stage and hopefully will be available sooner than later.
