I of course would ask for up front payment but this is a new buyer as of May and seems a little sketch has anyone dealt with this is it a scam or legit? This is what they sent me. 

1. Whenever I need any software developer, I provide the details. (Job
 Detail, Technical Requirements)
 2. You will need to create a client account on upworkl freelance
 marketplace ) and post a job based on provided Job detail. Then
 freelance software developers will apply for your posted job.
 3. After 1 day, you send me the list of the applied freelancers.

 4. I will choose 3 ~ 5 guys for your interview and provide details of what
 you need to ask during the interview with them.
 5. You will need to schedule meetings with them and do interviews.
 Once you complete all interviews, you can send me a report based on
 the questions I gave you.
 6. I will make a decision to hire someone & you willneed to hire him
 through your client account for small test task. Of course, I will afford
 cost for test task.
 7. Iwill pay $50 after test task is done by candidate.
