7 gigs for new sellers,
Level 1 seller can create almost 10 gigs,
Level 2 seller can create 20 gigs,
And Top rated seller can create 30 gigs
Note: Create all the gigs as per your level and be ONLINE. Because Fiverr suggested that sellers to Buyers who continuously available on Fiverr and also Promote their gigs.
