Ok, have applied for the SELLER PLUS but got "not eligible". What's the criteria for that?

Some competitors got the option for "REQUEST TO ORDER" (attachment) rather than the "CONTINUE" to place direct order (in my case). Since my niche is quite dependent on individual product quotations but client toggle the order directly resulting in conflicts afterwards! Do you have any idea what's the criteria for this feature or when it's provided? REGARDS: AWAISCAD
