Fiverr Forums has that feature, no big deal since all site forums are supposed to add a feature like that. I've been dying to get this feature months ago since text formatting in orders and in private messaging with buyers can be extremely essential. I've had some past experiences where my clients didn't understand the instructions because they either didn't read it or forgot to do so.
Text formatting would help in delivering emphasis and the such. It would help so much if, as a seller, we format the message using the simplest of formatting options, such as bold, italics, underline, etc,.
