I think you have to go customer support first.

Look one payment method you can attach one Fiverr account. You can't attach one payoneer account another or multiple accounts. Otherwise your all Fiverr accounts will be flagged or disable for duplicate account.

I suggest you have to create a new payoneer account and attach with your new Fiverr account. It would be better.

No bro paypal and payoneer both have service charges. I know that payoneer is free. But I saw a good youtube video and that person revealed that payoneer has service charges same to paypal. I think 2% deducted paypal and payoneer too.

Look you are a level one or two. I don't know. But here also every market place if you gather many more review with 5 star then you get the job. Mind it. It's my experience. So be patience with your level and send buyer request every day. But if you are not level then you have to send decrease the price than another freelancer. That's it. I think you will win the job. But you have to know  100% with your job. That's it.
