Dell Latitude e6420, my reliable machine. I am using it since 2016 and had run adobe premiere pro, adobe illustrator, and photoshop at the same time (not for any project, just for testing purposes), and you know what, it's run perfectly. A small lag was there but that is negligible at this budget. Now I'm doing all of my web development projects with this.
