Seller Ads on BR

Isn’t Buyer’s Request a place for Buyers to post looking for help?, I’m very new to Fiverr, so I might be wrong on that, anyways, why sellers promote / advertise their gigs there?, it’s very annoying, isn’t it against the rules?

Edit: there’s even people who use BR to post a complain.
