How to use the $5? "Congrats! Your $5 are waiting to be spent"

I read that the Service I am buying must be $5. I ordered one Service and it didn’t use the $5 and charged my card. When I go to the USA site and did the same thing, it was asking for my Paypal or credit card. So how does one actually use this $5? It’s frustrating.
