Changign payoneer to fiverr revenue card

Hi,
A friend of mine has started fiverr and earned some money in it… she had payoneer card so attached it but never used so it is not activated.

The money is already less and she doesn’t want to spend $30 for activation,

i heard that the fiverr revenue card’s activation is $5 only. Is that so? if yes then can we change from payoneer to fiverr revenue card? if yes then how?
