Is the VAT ID obligatory?

I have a paypal email that is confirmed.

I think VAT is only for freelancers who live in EU.

Seems like an oversight in the law but Fiverr doens’t have to collect it as the good are delivered by email by the the seller not auto delivered

The VAT on Fiverr is for buying. You will never receive an invoice as a seller on Fiverr, this is a big issue here.
