Review exchanges and multiple accounts are against the Fiverr ToS. People caught doing these things are usually banned.

I would hope that you only have one account. More than one account is against the rules and could get you banned from Fiverr.

And, to answer your question, you don’t need reviews in order to start accepting orders.

I promote the 500 link on facebook community every day. Providing multiple conversions. I do not work full fiverr. Because I have a job offline in the office.
