Can a buyer give a review after we agree to cancel the order?

I have a customer who is rejecting every design I give him even after I do what he has requested for, He is not even specific on what he wants. I am trying to be very patient, and I am also afraid that he will give me a bad rating if I ask him to cancel the order.

Can he rate the order after we agree on cancelling?

The answer is no.
If you do a mutual cancellation, the buyer cannot rate you.
