How to click someones request

I have posted specific requests and people have offered quite a bit. I was wondering how I could go and see what people have specifically requested and maybe offer my services. I saw that when people post specific requests it goes to the community. I don’t know how to get there or see what requests people have. It seems like it would be an easier way to get customers if you come directly to them. Any idea how? How would you offer your service to a user’s specific request?
